Area Under Marketing Activities
Marketing activity is the prime factor of the marketplace and the
locations of buildings inside a market yard are associated with the importance
of trading activity. Neither the
land should be provided at liberal scales in order to remove congestion nor the
land be wasted in providing structure and facilities which are not called for,
as in both the cases it leads to mis-utilisation of land.
Present scenario of different markets is analysed and examined in the
foregoing paragraphs. So as to
avoid operational hazards in the markets as well as to eliminate over crowding,
a preferred pattern with 25% of the total space has been worked out for
marketing activities in the state. The
marketing activities include, shops, platforms, auction yards etc. The base for
calculation of marketing area is annual throughput projected for 2018.
The details concerning each market can be seen in annexures.
Total space requirement of a market has been calculated at the norm of 15
MT per square meter as per guideline, and as recommended by the FAO.
Area Under Allied Activities
Allied areas include those constructed areas which are not directly
related to purchase and sale, such as, godowns, toilets and other services and
facilities such as, payment counters, weigh-bridge, rest-house, administrative
office, bank, post office, watchman shed etc.
Because of pledge-loan scheme the importance of godowns has increased.
The area for the purpose has been calculated @ 10% of the total space.
Area Under Circulation and Parking
When the vehicular traffic is sizeable, the only choice to regulate the
traffic is one-way traffic pattern. However,
even in cases of low traffic volume it is advisable to have one-way traffic from
beginning itself to avoid traffic congestion, bottlenecks and traffic snarls.
Parking also need to be provided after establishing the need for short
term, medium term and long-term parking. The
area under circulation and parking greatly influence the operating efficiency of
the market. Therefore, the
preferred pattern of land utilization, as suggested by the FAO, calls for 65% of
the total space area and the same has been applied into Chhatishgarh Master
Plan.
Physical Infrastructure
Certain services should be provided as follows for a market based on the
user population and for Chhatisgarh also the following norms have been adopted:

Details of Cost Estimates
On the basis of required area calculated for each market development
proposal and covered areas as well, cost estimates covering essential services,
building and roads, internal services, contingency expenses, infrastructural
costs etc have been worked out for each market.
Detailed cost estimates for each of the markets are indicated in
annexures. The unit rate of each item, reflecting the current cost
structure prevailing in the State has been given.
The DSR of the department of PWD and B and R of Chhatishgarh was used to
arrive at cost estimates. . Due
considerations have been given for leveling of the land, site clearance, etc.
The plan
speaks of 109 development proposals spreading over the state costing of Rs.57.07
crore in total of which Rs.34% crore is required for full development of markets
while 23.7 crore is required for partial development of markets.
Following table summarises the cost estimates for each of the category of
market i.e. A, B, C and D as well as the estimated costs on needed full
development and partial development.

Table 9.2 revels that a Janjgiri district needs more funds for development of markets. Janjgiri district required Rs. 7% crores, which is 20% of total budget for 46 markets and 12% of total state budget. Raipur is followed by Janjgiri district requires 6.56 crores and which is 19 % of total budget of 46 markets and 11% of total state budget. Bilaspur district is followed by Raipur and then Rajnandgaon District. The total budget requires 5.3 crore and 3.2 crore, respectively.

The table reveals that Karrdha and Durg districts have been identified with minimum requirement of funds to the tune of Rs.43.8 lacs and Rs 48.2 lac, respectively.

The table
9.3 reveals that again Mahasamund district requires highest fund in the state
level. Raipur requiring Rs. 4 crores i.e 4% of total development cost of the
state. Raipur district is followed by Mahasamund and requires Rs 3.3 crores of
which is 3%. Rajnandgaon district is in third position in the state and Durg
district is on the fourth position required Rs. 3.2 and 3.0 Crores,
respectively.
Korba
district required minimum budget followed by Koria and Kardha, Kanker and
Dautewala Districts have been found with no full development requirement.
It may be because of presence and pre dominance of rural periodic markets
in place of daily markets.
Fund
Requirements of the Project
It has been observed that 84 markets have been found commercially viable.
To make it more easy and not to put extra burdon on state exchequer, some
amount as soft loan and grant in aid can also be arranged from international
agencies like the World Bank, IMF, Asian Development Bank and Govt. of India
under Infrastructure Development Schemes Rural Infrastructure Fund of NABARD
etc. Category wise requirement of

The table reveals that most of the requirement of funds is limited to the
big size markets, called ‘A’ category and as the size of market decreases,
requirement of funds also decreases. At
the bottom again the requirement of funds by smaller markets i.e.
D category sub-yards, it shoots up.
Apart from the above following investments have also been proposed in the plan. Though it is not the part of original terms of reference relating to the market development plan yet this has specially been added. Total State Marketing Plan can be summarized as under:
