DYNAMICS OF MARKET ARRIVALS 

The quantity of throughput (arrival) in an agricultural market handled annually is a good indicator to know how important is the market.  In the state like Chhatisgarh, this becomes the crucial index to measure the importance of a market.  The size and facilities to be provided in a daily market are directly linked with the arrivals in that particular market. 

There are more than 115 daily markets in the state and survey was conducted for 115 out of which only 109 markets furnished somewhat meaningful information on arrival.  Given the limitations, all possible analysis has been conducted. Necessary micro level information for individual markets have been given in Annexures and in profiles prepared of eachmarket and only macro level scenario has been discussed here.   

Categorisation of Markets
 

            As all markets are not alike in terms of their characters, layouts, size and structure, it is neither advisable nor possible to recommend/adopt a standard layout and cost estimates for each market.  Situation in Chhatishgarh is typically different as in most of the markets partly buildings have been raised with broad designs and layouts developed years ago.  In some of the markets, although, sufficient investments in buildings and roads have been made, yet the trade has not been fully shifted whereas certain markets need thorough development. Therefore, it is difficult to assess as to which design/layout has been adopted for a particular market and which kind of trading premises have been developed and whether proper and to what extent of its utilization. These are market where full development has taken place and trade has not been shifted, or partial development has been made but the same is inadequate. It is sometime difficult to assess the exact existing and resultantly required level of facilities and future requirement of space and other requisites in these markets without looking into the requirement of each category.  Therefore, keeping in view the fact in mind, the markets of Chhatishgar have been categorized on the basis of level of development and projected arrivals (2018).  Description of the category of markets is as under:

      a)      Category ‘A’  -- Markets with Projected Arrival More than 1 lakh MT
b)      Category ‘B’  -- Markets with Projected Arrival between 50,000 – 1 lakh MT
c)      Category ‘C’  -- Markets with Projected Arrival between 25,000 – 50,000MT
d)      Category ‘D’  -- Markets with Projected Arrival less than 25,000 MT

a)   Category ‘A’  -- Markets with Projected Arrival More than 1 lakh MT
b)   Category ‘B’ 
-- Markets with Projected Arrival between 50,000 – 1 lakh MT

The total quantum of arrival handled in 109 markets of Chhatishgarh during 1998-99 works out to be 4353977 MT.  Projected arrival for 2018-19 (using linear growth rate) has been computed at 14593901 MT. (An increase of almost three and half).   The percentage of different category of markets in the total trade is as under:-

              The table reveals around 26% of markets of Chhatishgarh (called as ‘A’ category markets) are dealing in arrivals of more than1.2 crores MT annually.  These 26% of markets handle around 84% of the total trade of the state.  Rest of 16% of produce is traded through other markets jointly.  Although, in category D there are 41% markets, (45 in numbers out of 109 surveyed) in the state but handles only 3% of the state throughput.  These small markets may not be viable in terms of collection of market fee as the reported arrival is meager but they have their own role in establishing linkages between rural and urban markets.  

            Similarly, B and C category markets which can be termed as medium and semi-urban markets, and are in 18 and 18 in numbers constituting 16.5 and 16.5 percent of total state markets, handle 8.1 and 4.9 per cent of total state arrival, respectively.  This shows that larger size markets handled more produce.  Though, smaller and rural markets may not contribute much in total arrival terms but each market works as a nerve centre in establishing cardinal links.  Average arrival of each category of market in the state is given in the subsequent Table.

                                      Categorizations of markets have been done on projected arrivals.
Therefore, average arrival for 1998-99 for category of markets (except ‘A’ category) is much less than minimum condition of projected arrival required for respective categories.  This might be because of the reason that facilities planned are based on projected arrival and categorization has been done on that basis only.    For example, table 4.2 shows that in B category markets average reported arrival (1998-99) is merely 17315 MT which is much less than the minimum limit fixed for this category i.e. 50,000 – 1,00,000 MT.  Average projected arrival for ‘A’ category markets works out to be 1,32,270 MT for 1999.  The lowest category i.e. ‘D’ category projects average arrival of 9711 in 2018 while B and C category markets may handle produce to the extent of 66,038 MT and 40,350 MT, respectively, in the year 2018. 

            Commodity wise, marketwise arrivals are given in Annexures, however, District wise, commodity wise share in total arrival/dispatch of the state is furnished in the following tables.

            The table reveals that out of 43 lakh MT of arrival 30000 MT is handled and traded within state only.  As compared to arrival from other districts of the state, arrival from other states is almost nil.

The table reveals that around 28.75% of the produce arrival in total is further dispatched to the consuming or assembly markets of the same district while 37.84% is dispatched to other markets of the state but outside the district.  A sizeable volume of dispatches (33.4%) is traded for outside the state markets.  This infers that the downstream service index of the market is quite high.

            Among different categories of markets, A category has the highest share as shown in the above table.  Out of 43 lakh tones off (arrival around 36 lakh (85%) is traded and handled in ‘A’ class markets of the state and rest is divided between all the three category of markets.  Details can be seen in the table given below.

  Dispatch scenario described for A,B,C and D category of markets  for within districts, within state and outside state, depicts the percentage share among destinations. 

            Above the two tables submit the comparison between various categories of markets for their arrival and dispatches, and reveal that 28 markets of ‘A’ category handle 37 lakh MT of arrival as against the total of 2.41 crore MT.  On dispatch front, out of 43 crores lakh MT of the state dispatches handled within the district, 1.97 lakh MT is dispatched through ‘A’ category markets only.  Similarly within the state, dispatches to the tune of 50 lakh MT was handled by ‘A’ category markets.  Outside states dispatches are almost nil.
