(xiii) Outlets and Incentives for Increased Production:  For offering incentives to the growers for increased production it is proposed that the Govt.  Should open more avenues for export and domestic distribution.  The State Marketing Board should develop small collection centres and it should tie-up with other private/cooperative agencies to open retail outlets for distribution. For improving wholesale marketing in the State, the Govt. should set up large-scale buyer segments, like, promoting institutional purchases, such as, hotels, hospitals, hostels, railways, factories, processing units etc.  Space can be provided in markets for supermarkets, if need arises.  For carrying out various activities, a sum of Rs. 10.00 lakhs may be kept per year. 

(xiv) Involvement of Panchayats and Women in Agricultural Marketing:  Involvement of women in agricultural marketing is generally found at all levels of rural periodic markets and retail markets.  There has been no specific scheme with regard to development of women in the agricultural marketing sector.  The proposals to develop rural primary markets should envisage development of entrepreneur skill of women also.  It has been observed that considerable number of women sellers operate in these markets.  Therefore, it is necessary to develop some scheme for women in the state. 

The Panchayati Raj Institutions can be involved in shouldering agricultural marketing responsibilities in the State after implementation of the 73rd Amendment Act. The State of Chhatisgarh has a very strong base of PRIs.  Having acquired the status of self-governance, Panchayats are appropriate bodies to undertake various marketing activities for the benefit of farmers.  Finance Commission, as per the Act, will recommend principles of distribution of net proceeds of its taxes, duties, tolls etc between the State and PRIs.  To make micro level planning and peoples’ participation at the grass root level, involvement of PRIs in setting up of Rural Marketing System is considered fruitful during IXth plan.  Various activities that can be taken up by the PRIs are (i) development of rural periodic markets, (ii) introduction of grading at producers’ level, (iii) proper preparation of produce for market, (iv) construction of agriculture roads, (v) farm level storage, (vi) marketing extension, (vii) consumer education, (viii) marketing intelligence and information etc.  The State Government may amend their marketing legislation suitably to pave the way for Panchayats to undertake operations, management and development of rural markets and other marketing infrastructure at rural level.

E) Accessibility of Marketing Finance and Credit 

          Marketing activities are treated as commercial activities by Banks and other formal lending sector of the country and therefore, hardly adequate finance is arranged to meat out the marketing needs of the country. In such a situation, farmers have no option but to go to private moneylenders and arrange funds at their terms of preference.  In most of the cases, funds to the producers are arranged by the Commission Agents operating in markets and thus establish ‘interlocking’ of marketing with credit.  Farmers are bound to supply material to the particular Commission agents that reduces the true competition and preferences of the growers.  It has also been noticed that in order to fulfill the quantitative commitments made by the farmer to the commission agents, farmers do not grade the produce properly so as to inflate the total quantity.  For example, apples from J&K, are most prone to this practice.  In such situations, farmers have no way outs.  Therefore, it is suggested that presently operating scheme of pledge-loan scheme should be further strengthened and extended with increased outlays.  Cooperative sector banks can also introduce marketing credit cards.  Similarly, minimum credit-limits for marketing may be fixed by the banking sector till Govt. of India makes some permanent arrangements.   An indicative allocation of Rs. 1 crore for the plan period is proposed.
