MARKET DEVELOPMENT PROPOSALS 

PRIORITY RATING AND PHASING OF MARKET DEVELOPMENT PLAN
 

            One of the objectives envisaged in the Master Plan is fixation of the developmental priorities for all the markets on the basis of some objective criteria, so that markets are developed as per their importance in the marketing system of the state, rather on ad-hoc basis.  For arriving at the priority of markets in Chhatishgarh various factors namely Market Importance Index (MII), Seasonal Market Adequacy Index (SMAI), Upstream Service Area Index (USAI), Downstream Rating Index (DRI), Quantum Throughput Service Index (QTSI), Projected Throughput Service Index (PTSI) Rate of Growth of Throughput Service (RGTI), Village Served by the Market (VSMI), Population Served by the Market Index (PSMI) and Growth of Population Served by the Market (GPSM) have been considered.  In Chhatishgarh agricultural market is not of closed nature rather the produce assembled in local markets is further dispatched.  Weightage to all aforesaid parameters have been assigned for each market putting it in ascending order and cumulated scores have been worked out for each market.  Then, all the markets scores were put on ascending order, which decides the priority of each market on the basis of principle “Higher the Score More important it is”.  Division wise numbers of viable markets are given in the following table. 

            District wise comparison between different categories of markets is given in following table.

Phasing            

            Development planners for markets can take up any number of markets for development along the rank lines depending upon the availability of budgetary resources in the state.  However, with the existing infrastructure available for micro level planning and market development, it may not be possible to undertake developmental assignments for all the markets at a time even if the budgetary resources permit it.  It is, therefore, proposed to take up the development of all the markets in two phases on the basis of following criterion. 

            First Phase                   Rank from 1 to 50
           
Second Phase               Rank from 50-109           

            The development programme proposed in this document covers all categories of main markets numbering109.   84 markets have been found viable.   But keeping in view various other factors and respective IRR value of these markets, these markets can also be taken up in phases for development.  The total investment need to develop these markets is of the order of Rs.55.07 crores.  Annexure indicates the details of the investment requirement in respect of each market arranged in order of priority for development.  Phased out programme for development of these markets is given as under:

Table 11.4 reveals that 51 markets has been identified for Phase-I. The total cost for phase I is 28.75 crores, which is 49.75 % of total investment of 57.83 crore. Phase I covers 15 A category markets, 6 B category, 7 C category and 23 of category D. The cost of category A, B, C and D are 13.84 crore, 2.78 crore, 3.58 crore and 8.54 crore.

In the second phase 58 markets has been identified which is 53% of total 109 markets. The budget provision for second phase is Rs. 29.08 crore which comes 50.25% of total state budget of 57.83 crores. In phase II covers 13 markets of category A, 12 of Category B, 11 of category C and 22 of category D. Budget provision of these category are 8.40 crores, 7.86 crores, 6.22 crores and 6.59 crores respectively.

Third phase cover 112 balance markets. In the third phase maximum market are in category D (68.75%). The total budget provision in phase III is Rs. 9.78 crore.  Out of 9.78 crore 4.25 crore for category D which is 43.45% of total budget in     phase III.   

           All other investments proposed on infrastructure etc. can be made in first phase only.  Above proposals of phasing is merely suggestive, actual number of markets to be selected in any phase will depend on the availability of finance and other capabilities to implement the project.  Ranking of markets is to provide a guideline for selection of markets for undertaking development.  Sometimes due to unforeseen difficulties (say non-availability of land), implementation of development plan of any particular market may be delayed and the next market in the priority list may have to be selected.  But this could be an exception rather than a regular practice. 

           The successful implementation of the development programme of the size proposed in this document calls for additional technical, managerial and administrative support at the market level.  Most important would be a cell in the department to look after and monitor the development work.
